The Apparatus Readiness to Face Governance Crisis Due to COVID-19 Pandemic

The Public Administration Masters Program held a Webinar “Strategic Management in Increasing Apparatus Readiness to Face Governance Crisis Due to COVID-19”, Tuesday (12/11/2020). This activity aims to socialize or find out the strategies of government institutions that are facing a crisis due to COVID.

The lecturer of Public Policy, Fadillah Putra, M.PAff, Ph.D, said that during a pandemic, an organization is in a critical juncture which requires the right decisions in every policy taken.

“We are currently at a crossroads. Not only four intersections but many. Therefore, if we take a wrong step, it will take a lot of effort to get back to the starting point, “said Fadillah.

Fadillah added that some of the changes that occurred during the pandemic made policies that were not implemented in the past must be implemented.

“An example is the Adaptive Learning Policy, which was not widely applied by universities before the pandemic, it is currently being widely used,” he said.

One example of implementing Adaptive Learning is online learning.

The use of Information Technology is also considered to be the right decision by the Minister of Administrative Bureaucratic Reform, Drs. Dwi Wahyu Atmaji, MPA.

Atmaji said that to anticipate what happened to Kris, a Smart Government policy is needed which also take advantage of advances in information technology.

“Smart Government allows civil servants to continue to work optimally by complying the health protocols,” he said.

Meanwhile, the dean of FIA UB, Prof. DR. Bambang Supriyono, M.S., explained that in normal circumstances we always use a rational concept which is identical to the short term, middle term, long term plans.

Different conditions occur during the pandemic. In the study of public management there is a term management of uncertainty.

“One of the characteristics of management of uncertainty is the courage to take a risk. Countries that dare to take risks have been proven to be able to escape from COVID-19 first. In addition, efforts are needed to create resources and utilize sensor systems and how we can use the system flexibly adjusted to uncertain situations, “said Prof. Bambang.
