The Existence of Tengger Tribe Community in the Middle of KSPN Bromo Tengger Semeru Development Program

Tengger tribe is a group of tribes living around Mount Bromo area. Administratively, Tengger tribe is spread across four different areas including Malang Regency, Probolinggo Regency, Pasuruan Regency, and Lumajang Regency which are divided and separated by Mount Bromo as its axis. There are not many Tengger tribes in four different districts, they have culture and traditions like traditional communities in general.

The existence of Tengger tribe people who live and inhabit the Mount Bromo area in this modern era is directly facing and adjacent to the development program for the Bromo Tengger Semeru National Tourism Strategic Area (KSPN BTS). The KSPN Bromo Tengger Semeru project planning itself has been arranged to carry out integrated development that is more modern, beautiful and neatly arranged. The construction of Bromo Tengger Semeru KSPN which is currently being discussed in the modern era is interesting to examine in more depth whether its direction and implementation are in line with and in accordance with the culture and traditions of Tengger tribe’s indigenous people.

Five students from Brawijaya University consisting of Fajar (FISIP 2020), Muhammad Rizal Efendi (FILKOM 2020), Zulul Shafa Tafiana (FISIP 2020), Fadya Chairunnisa (FISIP 2020), and Gratio Ignatius Sani Baribe (FISIP 2020) with supervisor Dr. Wawan Edi Kuswandoro S.Sos., M.Si conducted research to examine the scientific values of local wisdom held by Tengger tribe community which is currently dealing with KSPN Bromo Tengger Semeru development program.

Fajar said that the reason behind PKM RSH team conducting research was based on the problems of KSPN Bromo Tengger Semeru development program which was predicted to want to create “10 New Balis” so it was interesting for him and his teammates to investigate the existence of the Tengger tribe indigenous community in the midst of the development program. In addition to examining the existence of Tengger tribe’s indigenous community in the midst of KSPN development program, the PKM RSH team also conducted studies related to the local values and wisdom possessed by Tengger tribe’s indigenous community through Yadnya Kasada tradition which can be identified as their social capital in maintaining their social order. However, the social capital possessed by the indigenous Tengger tribe community is now starting to be eroded by modernization of development, including KSPN Bromo Tengger Semeru development program.

“We want to examine the local wisdom and social capital possessed by Tengger tribe community as an effort to maintain their social order amidst modernization of development,” said Fajar as team leader. According to Fajar, based on the results of his research with his teammates, the social capital possessed by Tengger tribe community plays a very important role in efforts to maintain the social order of Tengger tribe community. He added that the values and local wisdom possessed by Tengger tribe’s indigenous people should also be cared for and maintained with various concrete actions and efforts, one of which is by creating a development model that is based on the values and local wisdom of the indigenous community.

In the midst of implementing KSPN Bromo Tengger Semeru development program, Fajar and his teammates were viewing that the values of local wisdom and social capital possessed by the indigenous Tengger tribe community can be a reference for a sustainable development model based on local wisdom that can be implemented in national development programs in Indonesia.( Fajar/WDD/UB PR/ Trans.
