
In the context of internationalization, the Faculty of Law, Universitas Brawijaya in collaboration with Leipzig University, Germany, and Jakarta State University (UNJ) held the Taking Perspectives 2024 program. This program is under the auspices of the Deutscher Akademischer Austauschdienst (DAAD) Germany through the “Higher Education Dialogue with the Muslim World” initiative. This program aims to deepen cross-cultural and legal understanding between Indonesia and Germany.
The main topic of Taking Perspectives 2024 is “Freedom of Religion and Pancasila”. Participants will discuss religious regulations in Indonesia and Germany, as well as Pancasila and the Grundgesetz (GG) or Basic Law for the Federal Republic of Germany. This activity will be held in three stages: in Leipzig, Germany (17-27 June 2024), Jakarta (9-12 September 2024), and Malang (12-18 September 2024).
FH sent four students from the Law Study Program (SIH): Shofa Umrotul Hasanah, Zakiyyatu Fadzilla, Ardhan Dwi Arviansyach, and Difa Wafani, all from the 2021 batch. They were accompanied by FHUB lecturers, namely M. Dahlan, S.H., M.H., Ranitya Ganindha, S.H., M.H., and M. Hamidi Masykur, S.H., M.Kn.
The program began on (17/6/2024) with a visit to the Federal Administrative Court, where participants had a discussion with one of the Judges, Prof. Dr. Kraft, and took a guided tour by one of the Judge’s assistants, Dr. Thomas.
“This visit provided in-depth insight into the judicial system in Germany,” said M. Dahlan.

On 18 June 2024, participants attended the “Taking Perspectives” introductory session moderated by Prof. Dr. Thomas Schmidt-Lux from the Faculty of Social Sciences, Leipzig University. Participants were divided into several discussion groups to discuss Émile Durkheim’s theory on symbols and their relationship to society, GG, and Pancasila.
“This discussion opened our insights on how the symbols and laws play a role in the culture of each country,” said Shofa Umrotul Hasanah.
The next day, June 19, 2024, was filled with presentations on the basics of religion in Germany and Indonesia. Shofa and Zakiyyatu presented “Navigating Diversity, Freedom of Religion & Belief in Indonesia: Policies, Practices, & Perspectives”.
“This presentation highlights the legal framework in Indonesia regarding freedom of religion,” explained Zakiyyatu.

On June 20, 2024, participants discussed “Specific Legal Regulations within the German Constitution”, focusing on the Reference to God in the Preamble GG and the Eternity Clause of Article 79 Paragraph 3 GG. Ardhan and Difa from FHUB presented “Pancasila as Staatsfundamentalnorm in Indonesia”.
“We try to show how Pancasila is the fundamental basis of Indonesian law,” said Ardhan.
Muhammad Dahlan, S.H., M.H., on June 21, 2024 gave a lecture on “Pancasila as Indonesian Worldview (History, Rationality and Contemporaneity)”, discussing the history, rationality, and application of Pancasila in Indonesian social and legal life.
“Pancasila is a view of life that continues to be relevant today,” said M. Dahlan.

After two days off on 22 and 23 June 2024, the program continued with a PhD colloquium and seminar on 24 June 2024. M. Hamidi Masykur, S.H., M.Kn. presented “Pancasila and Houses of Religion in Indonesia” on 25 June 2024.
“The concept of Pancasila is very important in land and agrarian law in Indonesia,” explained M. Hamidi.

The program ended with a typical German Farewell Barbecue at Mendelssohnufer on 26 June 2024. “We hope this program will strengthen academic cooperation at cultural exchanges between Indonesia and Germany,” said Ranitya Ganindha.
While in Leipzig, participants also visited historical sites such as the Monument to the Battle of the Nations (Völkerschlachtdenkmal).

“This visit provides a rich historical perspective,” said Difa Wafani.
