Aburizal Bakrie mentioned, at least there are four main pillars towards welfare state. The four pillars are high economic growth, equalization, state stability and nationalism. He delivered this in front of 50 scientists of many science disciplines in the Dialog of The 2045 Welfare State Vision at Rectorate building Universitas Brawijaya (UB). This thematic dialogue was convened in many Indonesian higher educations like Universitas Indonesia (UI), Institut Teknologi Bandung (ITB), Universitas Sumatera Utara (USU), Universitas Hasanuddin (Unhas), Universitas Cenderawasih (Uncen), Universitas Mulawarman (Unmul) and Universitas Gadjah Mada (UGM). At UB, the theme to be appointed is “Development of the Village: Cooperative, Micro Small and Medium Enterprises (UMKM) and Education, Welfare, Social Insurance.

The 2045 Welfare State Vision is a blueprint of national development in many fields which recently been arranged by Golongan Karya (Golkar) Party in order to actualize Indonesia as welfare state namely Indonesia which is unite, advanced, independent, fair and prosperous. Head Committee of National Development Blue Print of Central Executive Council (DPP) Golkar Party, Theo L. Sambuaga mentioned that dialogue can contribute ideas and critics to give a higher weighting and quality in the blueprint.

The drafting of the 2045 welfare state vision, according to Theo has many objectives. Namely as guidelines and handle for implementation of the national development, as a vision for the 2014-2019 President of Republic of Indonesia candidate from Golkar Party, as a guidance for the chosen President to draft the national development program, as a vision and a source of ideas campaign for Golkar party cadre in the 2014 national election and also to become a vision and buffetings program of Golkar Party cadre who are chosen as legislative and executive members either in central or regional.

“Party’s contribution into the country is creating a policy about what is worthy and good to be produced by the state,”Aburizal Bakrie whose fame name is ARB mentioned. The 2045 Indonesian vision, according to him is created a year ago while the nation and state been in the hustle bustle. The vision, he hoped would able to replace Garis-garis Besar Haluan Negara (GBHN) in the new order era that has been eliminated.

If the current economic growth reach 6.2%, Golkar confident that the decade between 2035-2045 will increase two digits up to 10%. This is, according to ARB can be achieved if there is an economic management that is not too conservative in addition to more aggressive economic development. Namely by building infrastructure that encourage the more advanced economic development.

By equalization, the high economic growth should able to be benefited among the communities, while the government is merely facilitator. The effort has done by ARB while he served as Coordinator Minister of People’s welfare (Menkokesra) during Kabinet Indonesia Bersatu. In the time, he mentioned, poverty alleviation conducted through 3 clusters namely social, people empowerment and people economic development. In social area, he has conducted a School Operational Aid (BOS) and People Health Insurance (Jamkesmas).

“With BOS that run well, if Golkar ruling later, will be driven a 12 year compulsory education and free of charge,” said ARB. Meanwhile through Jamkesmas, 84 million Indonesian people in January 2014 will able to achieve national social insurance.

When served as Head of Industry and Commerce Chamber (Kadin), ARB admitted has suggested the people’s business credit (KUR). “KUR has brought a large impact while the government merely contribute 10% of granting guaranteed,” he said.

DPP Golkar and UB dealth to have partnership for two yearsRelated to stability of the country, ARB feels concerned with a phenomena of anarchism action issue whereas according to him, Indonesian people live in the umbrella of Bhineka Tunggal Ika. In some conflict areas like Poso and tentena, he has assisted the establishment of modern boarding school that is managed by Gontor although finally the conflict raged again. This conflict root is different with Papua, which according to him more in the matter of welfare. “The state need to give a sense of security to its people,” he said. This security stability is given by welfare approach and also confirmative security since the beginning.

Signing Memorandum of Understanding Between UB and DPP Golkar
